What is the Real Estate Registry and what changes for owners?
Short answer
The Real Estate Registry is a digital register supervised by the Real Estate General Authority (REGA) that records rights against the property itself and issues each registered property a property number and a title registration deed. The main change is that, according to official announcements up to 5 October 2026, sales, mortgages and subdivisions in Riyadh city, Hail Region and nine Eastern Province cities and governorates go only through the registry, after the property’s first registration. First registration is free, and missing the announced deadline for it is punishable by a fine of up to SAR 100,000.
What is the registry and the title registration deed?
The Real Estate Registration Law, issued by Royal Decree M/91 dated 19/9/1443H, makes the property itself, not the owner’s name, the basis for recording rights. The National Company for Real Estate Registration Services (the “Real Estate Registry”) builds and runs the register on a digital platform. REGA announces real estate areas in stages, each with a deadline for first-registration applications.
The title registration deed shows the property’s precise location, owner, description, and the rights, obligations and transactions attached to it. The registry has absolute evidential force: its contents bind the courts and all authorities without further evidence and can be challenged only for a clerical error or forgery. A first registration, however, can be contested before the competent court by any interested party until it gains that force, within up to one year after the lists of registered properties are published; after that an affected party can only claim compensation (Article 11 as amended by Royal Decree M/123 dated 10/6/1447H). Properties outside announced areas stay under the previous documentation systems.
Where are transactions restricted to the registry?
Restriction means transactions such as ownership transfers, subdivision and merging, mortgages and deed updates are processed through the Real Estate Registry. The registry’s official spokesperson told Okaz (28 September 2026) that any transaction in these areas first requires the property’s registration to be completed.
Based on announcements by REGA and the Ministry of Justice up to 5 October 2026, the restriction applies in the areas below; other cities will be announced in turn once registration there is complete:
- Riyadh city: announced on 19 May 2026, after registration was completed within the city’s urban boundary.
- Hail Region, and nine cities and governorates in the Eastern Province (Dammam, Khobar, Dhahran, Qatif, Jubail, Khafji, Al-Bayda, Ras Tanura and Abqaiq): announced on 15 September 2026, applying from 22 September 2026.
Property documentation services move from the Ministry of Justice to REGA
By Decision 176 dated 14/2/1448H (28 July 2026), the Council of Ministers approved moving the digital and operational services directly tied to property documentation, including the Real Estate Exchange platform and its app, to REGA within six months of the decision, and moving the buildings of six notary offices to REGA under a plan that keeps services running. REGA’s board chairman said implementation follows a transition plan that ensures business continuity.
Steps
- Check on the Real Estate Registry platform (rer.sa) whether your property is in an announced real estate area, and find the registration deadline in that area’s announcement.
- Make sure your deed meets the legal requirements, which is a condition for first registration.
- Apply for first registration through the platform, the Real Estate Registry app or a service centre before the deadline; the customer service number is 199002.
- Once the deed is issued, carry out any later transaction through the registry, and report any construction, addition, alteration or removal of buildings to REGA within 90 days, or face a fine.
Follow-up questions
What if the deadline passes and I have not registered?
The law sets a fine of up to SAR 100,000 for failing to apply for first registration within the deadline, and the violations committee’s decision can be challenged before the Administrative Court within 60 days of learning of it. The registry’s spokesperson confirmed on 28 September 2026 that registration remains open after the deadline.
Must a lease be recorded in the Real Estate Registry?
The law requires leases and legally documented obligations over a property’s use lasting 10 years or more to be annotated in the registry; until annotated they have no judicial or administrative effect. Separately, under Council of Ministers Decision 292, a lease not registered on Ejar has no administrative or judicial effect.
Does the registry charge fees?
First registration is free under the law. Other registration services carry a charge under a schedule the Council of Ministers approved on 23 January 2024.
