Short Definition
Security services in a property are the human guarding of a building or compound, including gate guards, patrols, control of visitor and vehicle access, running the monitoring room and responding to incidents, provided by licensed guarding companies or by direct contracts with individually licensed guards.
Overview
Legal Basis
Guarding is governed by the Private Civil Security Guarding Law (Royal Decree No. M/24 dated 8/7/1426H): it requires a special licence, all employees of guarding companies and all guards must be Saudi (Article 5), companies must train guards (Article 6), direct contracts with licensed Saudi individuals are allowed (Article 3), and the security authorities inspect companies (Article 7). The Law on the Use of Security Surveillance Cameras (Royal Decree No. M/34 dated 7/3/1444H) prohibits transferring or publishing recordings except with official approval or a court order, with a SAR 20,000 fine per violation.
Practical Example
A gated compound in east Riyadh has 120 villas let at SAR 150,000 a year each, i.e. SAR 18,000,000 gross revenue. Management contracts a licensed guarding company for 12 Saudi guards on round-the-clock shifts plus a supervisor, at SAR 66,000 a month before VAT, i.e. SAR 792,000 a year (SAR 910,800 including VAT, which the owner cannot recover because the rent is exempt residential rent), about 5% of revenue once VAT is included. The contract sets post orders for each gate, visitor logging limited to name and the villa being visited with deletion after a set period, and a daily incident log. When a bicycle is stolen, the security supervisor preserves the recording unedited and hands it to the police on request, and it is not posted in the residents’ group chat.
Common Mistakes
- ✗Contracting an unlicensed guarding provider or using non-Saudi guards in breach of the Private Civil Security Guarding Law.
- ✗Posting compound CCTV clips in chat groups to expose an offender or thief — transferring or publishing recordings without official approval carries a SAR 20,000 fine.
- ✗Collecting copies of every visitor’s ID and keeping them indefinitely, contrary to the minimum-data principle of the Personal Data Protection Law.
- ✗A guarding contract with no written post orders or incident log, making it impossible to assess performance or prove failures.
- ✗Ignoring non-recoverable VAT in residential property when costing security and pricing rents.
International Differences
Private guarding is licensed by the state in most countries. In the UAE security companies and their staff are licensed through local security authorities; in Turkey the Private Security Services Law regulates companies and requires guard training and licensing; in Egypt the sector is licensed by the Ministry of Interior; and in the UK a dedicated authority issues individual guard licences. Saudi Arabia stands out for requiring all employees of guarding companies and all guards to be Saudi nationals, and for linking security work to a separate surveillance-camera law that bans publishing recordings and sets clear fines.
