The lease relationship is governed by the Civil Transactions Law issued by Royal Decree M/191. Enforcement instrument status means the document is enforced directly, including by compulsion, through enforcement courts without filing a lawsuit, with requests submitted via the Najiz portal.
Practical Example
An owner in Riyadh leased an apartment under a unified contract documented in Ejar for SAR 48,000 a year, payable in four quarterly instalments of SAR 12,000 each. The tenant defaulted on the third instalment. Because the contract is an enforcement instrument, the owner filed an execution request electronically through the Najiz portal with no lawsuit and no hearings, and such requests are processed within short periods estimated at five days. Had the contract been an undocumented paper agreement, he would first have needed a substantive lawsuit before the general court to establish the contract, a path measured in months rather than days.
