Short Definition

A real estate portfolio is the set of property assets owned by an individual investor, company or fund, such as apartments, shops, offices, warehouses, land and real estate fund units, managed as a whole to achieve a target return and risk level.

Overview

A real estate portfolio is the set of property assets owned by an individual investor, company or fund, such as apartments, shops, offices, warehouses, land and real estate fund units, managed as a whole to achieve a target return and risk level. A portfolio is measured with aggregate indicators: total market value from periodic accredited valuations, net operating income, occupancy, loan-to-value, remaining lease terms, and concentration by tenant and city. In Saudi Arabia listed REITs are a regulated model of property portfolios: the Real Estate Investment Funds Regulations require at least 75% of assets in developed, income-generating property, cap development and certain other holdings at 25%, limit investment outside the Kingdom to 25%, cap borrowing at 50% of total assets for Main Market funds, and require the fund's real estate to be valued at least every six months by two accredited valuers. For an individual investor, managing a portfolio means tracking Ejar leases, collections, maintenance and financial reports for each property, possibly through licensed property management; the Real Estate Brokerage Law treats property management as a real estate service that may only be provided to others with a REGA licence. Good data and periodic valuations support rebalancing decisions: selling weak assets, reinvesting returns, and diversifying across cities and property types.

Legal Basis

There is no law on individual portfolios, but real estate funds are subject to the CMA Real Estate Investment Funds Regulations issued by Board Resolution 1-193-2006 and amended by Resolution 1-54-2025 dated 23/11/1446H: Article 47 on asset restrictions and distributions, Article 41 on the 50% borrowing limit, and Articles 36 and 37 on valuation by two accredited valuers. Managing property on behalf of an owner falls under the Real Estate Brokerage Law (Royal Decree M/130 of 30/11/1443H), which defines property management as handling a property's financial and administrative affairs on the owner's behalf and requires a licence under Article 4.

Practical Example

A family company in Al Khobar manages a portfolio with a market value of SAR 30,000,000: a residential building (SAR 9,000,000), a retail strip (SAR 12,000,000), two warehouses (SAR 6,000,000) and a plot of land (SAR 3,000,000). Net operating income is SAR 1,860,000, a 6.2% yield on value, even though the land earns nothing. The annual review shows the retail strip depends on one tenant for 40% of its income and loan-to-value is 45%. The company decides to develop or sell the land to cut non-earning assets, diversify the retail tenants, and bring borrowing below 40%.

Common Mistakes

  • ✗Measuring the portfolio at old purchase prices instead of current valuations.
  • ✗Concentrating income in one tenant, city or property type.
  • ✗Holding non-earning assets such as vacant land without a plan, despite possible white land fees.
  • ✗Mixing property accounts with no separate report per asset, making weak assets hard to spot.
  • ✗Expanding with high leverage without allowing for rent and interest-rate volatility.

International Differences

Large property portfolios worldwide are held through REITs, pension funds and sovereign funds. In the UAE REITs list on the Dubai and Abu Dhabi markets, and in Turkey real estate investment companies (GYO) list on Borsa Istanbul under Capital Markets Board (SPK) supervision. Saudi Arabia stands out for explicit quantitative limits on REITs (75% in income-producing assets, 90% distribution, caps on borrowing and foreign investment) and semi-annual valuation by two accredited valuers.

FAQs

What makes a good real estate portfolio?▾
Assets diversified by type and location, income spread across many tenants, moderate borrowing, a cash reserve, and current valuations that allow performance tracking.
How do I measure my portfolio's performance?▾
Using net operating income to market value, occupancy, value growth and total return combining income and value change, compared with market indices or REITs.
What limits apply to REIT portfolios in Saudi Arabia?▾
At least 75% in developed income-generating property, a 25% cap on development and certain other investments, a 25% cap outside the Kingdom, distribution of at least 90% of net profits annually, and borrowing of no more than 50% for Main Market funds.
Do I need a licence to manage other people's property?▾
Yes. The Real Estate Brokerage Law treats managing property on an owner's behalf as a real estate service that requires a REGA licence, whereas an owner managing their own property falls outside that definition.
How often should a portfolio be valued?▾
There is no legal requirement for individuals, but annual valuation is good practice; real estate funds must value their properties at least every six months through two accredited valuers.
