Short Definition
A real estate fair is an event that brings developers, brokers, financiers, buyers and investors together at a set place and time to present projects, units and financing products directly to the public, generate leads and record reservations.
Overview
Legal Basis
Real estate fairs rest on several laws: (1) REGA's Regulatory Bylaw on Real Estate Marketing and Advertising, Board Decision No. 2/35/M/26 dated 25/10/1447H, which applies to exhibitions and public events (Art. 3) and exempts from the advertising licence those licensed to market an entire project under other laws, such as real estate contributions, off-plan sales and auctions, provided the licence number is stated (Art. 9); (2) the Law of Selling and Leasing Off-Plan Real Estate Projects, Royal Decree No. M/44 dated 10/3/1445H, whose Article 3 prohibits advertising such projects in local or foreign media, or holding or inviting to exhibitions for them, until the project is licensed; and (3) the Anti-Commercial Fraud Law, Royal Decree No. M/19 dated 23/4/1429H, whose Article 4 requires a Ministry of Commerce licence for discounts or commercial competitions. Collecting visitor data is subject to the Personal Data Protection Law.
Practical Example
A developer takes a stand at a real estate fair in Riyadh at a total cost (space, design, team and print) of SAR 180,000 to present a licensed off-plan project of 200 units. It displays the project licence number and QR code on every panel and printed item and registers visitors on a tablet form that includes explicit consent to marketing contact. Over four days 520 visitors register, 90 are identified as hot leads, and 14 reservation deposits are paid. The team contacts all registrants within 72 hours after the fair, and 9 more reservations turn into contracts within a month. The developer had dropped the idea of a prize draw for visitors after learning that commercial competitions require a Ministry of Commerce licence it had not yet obtained.
Common Mistakes
- ✗Presenting or inviting people to an off-plan project at a fair before obtaining the project licence, which the law prohibits.
- ✗Showing individual units at the stand without advertising licences, or without the licence number or QR code on panels and print.
- ✗Collecting visitors' numbers and cards without explicit consent to marketing contact, then sending them promotional messages.
- ✗Running prize draws or competitions for visitors without a Ministry of Commerce licence.
- ✗Delaying lead follow-up for weeks after the fair, losing most of the opportunities that were paid for.
International Differences
Real estate fairs are common in the Gulf, including major shows in Dubai and Riyadh, and developers from Turkey and Egypt also organise overseas roadshows to market property to Gulf buyers. The Saudi difference is that the law ties exhibiting to an advertising licence or project licence and expressly bans showing unlicensed off-plan projects inside or outside the Kingdom. For non-Saudi buyers, ownership is now governed by the Non-Saudi Real Estate Ownership Law (Royal Decree M/14 dated 19/1/1447H), in force since January 2026, so exhibitors should check a buyer's eligibility before promising ownership.
