Short Definition
Real estate events are exhibitions, conferences, forums and showcase days that bring developers, brokers, financiers, investors and buyers together at a set time and place to present projects and units, launch products, build relationships, generate leads and close agreements.
Overview
Legal Basis
Article 3 of the Regulation on Real Estate Marketing and Advertising (Umm Al-Qura, 14/11/1447H – 1 May 2026) applies to marketing at exhibitions and public events, and Article 9 exempts from the ad licence those licensed to market an entire project under other laws, such as real estate contributions, off-plan sales and leases, and auctions. Article 3 of the Law on Sale and Lease of Off-Plan Real Estate Projects (Royal Decree M/44 dated 10/3/1445H) prohibits advertising a project in local or foreign media, holding exhibitions for it or inviting people to them unless it is licensed. Article 4 of the Anti-Commercial Fraud Law (M/19 dated 23/4/1429H) requires a Ministry licence for price reductions or commercial competitions, and collecting visitors' data is governed by the Personal Data Protection Law.
Practical Example
A brokerage office in Dammam takes part in a licensed regional property exhibition with a stand costing SAR 40,000. It displays 15 ready units, each with an ad licence whose number and code appear on the stand screen, and an off-plan project it markets for a developer, showing the project licence number instead of an ad licence per unit. 350 visitors register through a digital form with separate consent to marketing follow-up, and the office postpones a planned "prize draw" until it obtains a competition licence from the Ministry of Commerce. Within two months, the participation yields 60 viewings and 7 sales of ready units averaging SAR 900,000, so the commission is 2.5% = SAR 22,500 per deal, SAR 157,500 in total before 15% VAT — about four times the stand cost.
Common Mistakes
- ✗Showing properties at the stand without ad licences or without displaying their numbers — the regulation expressly covers exhibitions and events.
- ✗Promoting an unlicensed off-plan project or inviting the public to its exhibition — prohibited by the off-plan law.
- ✗Running promotional draws or competitions without a Ministry of Commerce licence.
- ✗Collecting visitors' cards or numbers and adding them to promotional messaging lists without explicit consent.
- ✗Measuring success by visitor numbers instead of the resulting viewings, deals and cost per deal.
International Differences
Large property exhibitions are a major marketing tool, especially in the Gulf; Cityscape is an exhibition brand held in more than one country, including a Dubai edition. In other markets such as Turkey, developers use international exhibitions to attract foreign buyers. The Saudi regulatory difference is that marketing inside the exhibition falls under the same property advertising regulation that applies to platforms, and off-plan projects are barred from exhibitions before licensing.
