Short Definition
PropTech (property technology) is the use of digital technologies — online platforms, mobile apps, cloud computing, data analytics, artificial intelligence and tokenization — to develop, market, lease, manage, finance and register real estate.
Overview
Legal Basis
There is no dedicated PropTech law; the sector is governed by sector rules, chiefly: the Real Estate Brokerage Law issued by Royal Decree No. M/130 dated 30/11/1443H, which covers brokerage through electronic means and requires a REGA licence; REGA's 2026 Real Estate Marketing and Advertising Regulation, which obliges online property platforms to integrate technically with REGA, host their servers inside the Kingdom, verify advertisers through the National Single Sign-On (Nafath) and block unlicensed ads; the Personal Data Protection Law issued by Royal Decree No. M/19 dated 9/2/1443H and amended by Royal Decree No. M/148 dated 5/9/1444H; and ZATCA's e-invoicing requirements.
Practical Example
A Riyadh office manages 120 residential units at an average rent of SAR 30,000 a year (SAR 3,600,000 in total). After going digital, it registers every lease on Ejar at SAR 125 per contract year for residential leases — SAR 15,000 a year for the portfolio — and issues its management-fee invoices (5% = SAR 180,000) electronically with 15% VAT added (SAR 27,000). The system sends automatic reminders before due dates and alerts the office 90 days before each lease ends so it can decide with the landlord whether to renew or send a non-renewal notice at least 60 days before expiry. Because the units are in Riyadh, any annual rent increase is disabled in the system for the five-year freeze that began on 25 September 2025.
Common Mistakes
- ✗Assuming that owning a platform or app removes the need for a Fal licence — brokerage through electronic means is still brokerage and requires a licence.
- ✗Publishing ads on a platform or social media without a separate advertising licence for each property under the Marketing and Advertising Regulation.
- ✗Collecting customer data and ID copies without a defined purpose and privacy notice, contrary to the Personal Data Protection Law.
- ✗Managing leases in an internal system without registering them on Ejar, so the residential lease loses its status as an executive instrument.
- ✗Choosing a system that does not support e-invoicing requirements or cannot integrate with ZATCA's Fatoora platform once the business is included in an integration wave.
International Differences
PropTech is a global trend, but regulatory models differ. In the UAE, Dubai Land Department regulates property advertising permits and has piloted real estate tokenization; in Turkey many land-registry services are offered online through the e-government gateway; in Egypt digital marketing is growing without an equally integrated set of government platforms. The distinctive Saudi feature is that most stages of the property cycle — licensing, advertising, leasing, registration and data — run through interconnected government platforms that private solutions must integrate with rather than operate apart from.
