Short Definition
Real estate platforms are websites and apps that let users list and search properties for sale or rent and contact advertisers, sometimes with extra services such as maps, price indicators and viewing scheduling.
Overview
Legal Basis
Online real estate platforms are governed by the Real Estate Brokerage Law (Royal Decree M/130 dated 30/11/1443H) and REGA's 2026 'Real Estate Marketing and Advertising Regulation', which devotes a separate article to the obligations of online property platforms — including registration and technical integration with REGA, verification through Nafath, blocking unlicensed ads and hosting servers inside the Kingdom — and repealed two earlier 1442H decisions. Government platforms such as Ejar, Fal and Mullak operate under REGA's supervision.
Practical Example
A Riyadh property management office running 200 units uses platforms with a clear split: it issues ad licences and registers brokerage contracts through Fal, lists vacant units on two commercial advertising platforms and its social media account, documents leases and tracks payments and deposits on Ejar, and deals with the owners' association of a jointly owned tower through Mullak. It measures its advertising channels: the first platform brought 60% of enquiries and 70% of leases, the second 30% of enquiries and 20% of leases, and social media 10% of enquiries and 10% of leases. On that basis it reallocates its SAR 24,000 annual advertising budget towards the channel with the highest conversion.
Common Mistakes
- ✗Confusing government regulatory platforms (Ejar, Fal, Mullak) with commercial advertising platforms, and assuming a listing on an ad platform replaces documenting the lease on Ejar.
- ✗Using a platform or ad account that is not registered with REGA or does not verify ad licences.
- ✗Relying on a single platform without measuring where enquiries and leases come from for each channel.
- ✗Publishing owners' or tenants' personal data in ads unnecessarily.
- ✗Assuming the platform alone is responsible for an ad's accuracy, while the advertiser remains responsible for the data and the licence.
International Differences
In most markets large commercial property portals dominate advertising, while government bodies remain separate and handle registration and licensing. In Dubai ads are tied to permits issued by the regulator and leases are registered in a separate government system, and in Turkey large general classifieds portals for property and other goods are widespread. The Saudi model stands out for two integrated layers: government platforms for documentation, licensing and deposits, and commercial platforms technically linked to REGA and required to verify licences before publication.
