Short Definition

Price per square metre is the value of a property or plot divided by its area in square metres, used as a standard yardstick for comparing prices across properties of different sizes, districts and cities.

Overview

Price per square metre is the value of a property or plot divided by its area in square metres, used as a standard yardstick for comparing prices across properties of different sizes, districts and cities. It also helps track price trends over time. In Saudi Arabia, the price per square metre of land is usually calculated on the title-deed area, and for apartments and partitioned units on the unit area stated in the partition document issued by REGA. That area has legal effect: the Law of Ownership, Partition and Management of Real Estate Units sets each owner’s share in common parts and in their maintenance costs in proportion to unit area. The Ministry of Justice’s Real Estate Exchange publishes daily indicators including value per square metre by city and district, and REGA’s Real Estate Indicators platform shows sales and rental data. Price per square metre has also become a policy tool: subsidised residential plots provided by the Royal Commission for Riyadh City are capped at SAR 1,500 per m². In practice, price per square metre is an initial comparison tool, not a final valuation: a district average mixes plots of different sizes, frontages and uses, large plots usually sell at a lower price per metre, and apartments differ by floor, view and finishing. It should therefore be adjusted for each property’s characteristics, and the area should always be checked against the title deed or partition document rather than the marketing area.

Legal Basis

No law sets a price per square metre in the free market, but the area on which price is based has a legal foundation: the Law of Ownership, Partition and Management of Real Estate Units issued by Royal Decree M/85 dated 2/7/1441H sets each owner’s share in common parts according to the ratio of their unit area to the total unit area in the partition document approved by REGA (Article 7), and allocates maintenance and management costs in the same proportion (Article 26). The Ministry of Justice publishes value-per-square-metre indicators for documented transactions through the Real Estate Exchange. For subsidised plots in Riyadh, a cap of SAR 1,500 per m² was set as part of the March 2025 measures.

Practical Example

A buyer in Riyadh compares two apartments: (A) 120 m² for SAR 780,000, i.e. SAR 6,500 per m²; and (B) 160 m² for SAR 960,000, i.e. SAR 6,000 per m². Apartment B costs more in total but is SAR 500 cheaper per metre. Before deciding, he requests B’s partition document and finds its approved area is only 150 m², with the advertised 160 m² including part of the corridors, so its real price is SAR 6,400 per m² (960,000 ÷ 150). The gap shrinks to SAR 100 per metre, and he renegotiates on that basis.

Common Mistakes

  • ✗Relying on the marketing area instead of the area approved in the title deed or partition document.
  • ✗Comparing the price per metre of a large plot with a small plot without adjustment, although large plots usually sell for less per metre.
  • ✗Comparing an apartment’s price per metre with a villa’s or a plot’s as if they were one category.
  • ✗Using the district’s average price per metre as a final value without accounting for frontage, street, floor and finishing.
  • ✗Confusing advertised asking prices per metre with per-metre values in executed transactions.

International Differences

Dubai and the US use price per square foot rather than per metre; in Turkey, gross area (brüt), which includes walls and a share of common parts, is distinguished from net area, so price per metre differs by the basis used. In Egypt, the metre is often priced including a share of common areas. The Saudi framework stands out for publishing per-metre values of officially documented transactions and for tying area to the partition document approved by REGA.

FAQs

How can I find the average price per metre in a specific district?▾
From the Ministry of Justice’s Real Estate Exchange indicators, which show value per square metre of transactions by city and district, and from REGA’s Real Estate Indicators platform.
On what area should an apartment’s price per metre be calculated?▾
Ideally on the unit area approved in the partition document issued by REGA, because that is the area on which rights and shares in common parts are based.
Why does price per metre differ between two plots in the same district?▾
Because of differences in size, street width, number of frontages, permitted use and building regulations, as well as proximity to services and main roads.
Is price per metre enough to value a property?▾
No — it is an initial comparison tool. An official valuation is prepared by an accredited valuer who adjusts comparable deals for each property’s characteristics and may use other approaches such as income or cost.
What is the price per metre of subsidised land in Riyadh?▾
Developed residential plots provided by the Royal Commission for Riyadh City to eligible citizens are priced at no more than SAR 1,500 per square metre under the March 2025 measures.
