Short Definition

Prefabricated construction is the manufacture of building components in a factory under controlled conditions, such as precast concrete panels, columns, beams and slabs, steel frames, insulated sandwich panels and bathroom pods, which are then transported, installed and connected on site.

Overview

Prefabricated construction is the manufacture of building components in a factory under controlled conditions, such as precast concrete panels, columns, beams and slabs, steel frames, insulated sandwich panels and bathroom pods, which are then transported, installed and connected on site. It is an umbrella term that includes volumetric modular construction but also covers flat and linear elements. In Saudi Arabia a prefabricated building is treated like any other with respect to the permit, the code, the occupancy certificate and inherent defects insurance for non-governmental buildings. The 2024 edition of the Saudi Building Code includes parts relevant to these systems, among them the Precast Concrete code (SBC 312), the Steel Structures code (SBC 306), the code for cold-formed steel light-frame construction (SBC 309) and the Technical Guide for Innovative Residential Construction Systems (SBC 313). The method is common for steel-framed warehouses, factories and workshops, and its use is expanding in residential and commercial projects with repeated units. In practice, prefabrication speeds up construction, improves component quality and reduces reliance on site labour, but cost savings are not guaranteed: they depend on the degree of repetition, transport distance and crane availability. The usual weak points are the joints between elements and their waterproofing and insulation, and the fire performance of sandwich panels under the fire protection code, so detailed design and careful supervision of installation are essential.

Legal Basis

The Saudi Building Code Implementation Law issued by Royal Decree No. (M/43) dated 26/4/1438H applies the code to all building works regardless of construction method (Art. 2), makes it a permit condition (Art. 6) and requires an occupancy certificate (Art. 9). Relevant parts of the code include SBC 306 (steel structures), SBC 309, SBC 312 (precast concrete), SBC 313 (Technical Guide for Innovative Residential Construction Systems) and SBC 801 (fire protection). Council of Ministers Decision No. (509) dated 21/9/1439H obliges contractors in non-governmental projects to insure against inherent defects.

Practical Example

An investor is building a 10,000 m² logistics warehouse in an industrial area of Riyadh with a factory-made steel frame and insulated panels, at about SAR 1,400 per m², or SAR 14,000,000. Construction was completed in seven months versus an estimated 12 months for conventional concrete, so leasing started earlier to a logistics company at SAR 180 per m² per year, SAR 1,800,000, plus 15% VAT as commercial rent. The investor required panels with a fire rating meeting code requirements and had roof joints and leaks checked before accepting the building.

Common Mistakes

  • ✗Assuming prefabrication is cheaper in every case without pricing transport, cranes and joints.
  • ✗Using sandwich panels that do not meet the code's fire-resistance requirements.
  • ✗Neglecting joint and waterproofing details between elements, the source of most leaks.
  • ✗Contracting a factory or contractor without installation experience or appropriate classification.
  • ✗Thinking a prefabricated building does not need a building permit or occupancy certificate.

International Differences

In the Nordic countries and Germany, prefabrication is an established part of the housing market; in the UAE pre-engineered steel buildings are common in warehouses and industrial zones; in Turkey prefabrication is widespread in industrial buildings and temporary post-earthquake housing; and in Egypt precast concrete is used in housing and infrastructure projects. The Saudi approach is to integrate these methods into the national code itself through dedicated parts, while subjecting them to the same permitting, insurance and occupancy requirements.

FAQs

Is prefabricated construction subject to the Saudi Building Code?▾
Yes. The code applies to all building works whatever the method, and includes specific parts such as precast concrete (SBC 312) and steel structures (SBC 306). The building needs a permit and occupancy certificate like any other.
What are the main uses of prefabrication in Saudi Arabia?▾
It is common in steel-framed warehouses, factories and workshops and in residential and commercial projects with repeated units. It is also used for temporary buildings and worker housing.
Do prefabricated buildings last less than conventional ones?▾
Not necessarily. Elements designed and made to code and installed under good supervision can last a long time. Actual lifespan depends on the quality of materials, joints and maintenance.
What are the fire risks of buildings with sandwich panels?▾
Some panels with combustible cores can increase fire spread if they do not meet fire-resistance requirements. Panels should therefore be rated under the fire protection code (SBC 801).
Does inherent defects insurance cover prefabricated buildings?▾
The insurance is mandatory for non-governmental buildings that receive building permits, with no exemption for construction method. It is activated after the occupancy certificate and runs for 10 years.
