Short Definition

Modular construction is an off-site building method in which three-dimensional modules, such as complete rooms or apartments with their finishes and services, are manufactured in a factory and then transported and assembled on prepared foundations on site.

Overview

Modular construction is an off-site building method in which three-dimensional modules, such as complete rooms or apartments with their finishes and services, are manufactured in a factory and then transported and assembled on prepared foundations on site. The result may be a permanent or relocatable building. It differs from panelised prefabrication in that the module arrives almost complete rather than as flat elements. In Saudi Arabia this method does not exempt a building from any legal requirement: it is subject to the full Saudi Building Code, a building permit via the Balady platform, an occupancy certificate and the mandatory inherent defects insurance that the platform requires for all non-governmental buildings. The 2024 edition of the code includes parts relevant to modern systems, among them the Technical Guide for Innovative Residential Construction Systems (SBC 313), the Precast Concrete code (SBC 312) and the code for cold-formed steel light-frame construction (SBC 309). The Implementing Regulation of the code law also allows a temporary occupancy certificate of up to 180 days, renewable, for temporary and seasonal buildings and worker housing on large projects during construction. In practice, modular construction shortens the programme because modules are made in parallel with site works, improves quality control and reduces waste and on-site labour. But it is not always cheaper: transport, cranes, an early design freeze, connections and waterproofing between modules add costs and risks, and it is most economical where units are repeated in large numbers, as in housing, hotels, worker accommodation and schools.

Legal Basis

Modular construction is subject to the Saudi Building Code Implementation Law issued by Royal Decree No. (M/43) dated 26/4/1438H, which applies the code to all building works (Art. 2) and requires an occupancy certificate before occupation (Art. 9), making no distinction between conventional and manufactured construction. The 2024 edition includes SBC 313 (Technical Guide for Innovative Residential Construction Systems), SBC 312 (Precast Concrete) and SBC 309. Art. 19 of the Implementing Regulation allows a temporary occupancy certificate of up to 180 days, renewable, for temporary buildings and worker housing on large projects. Council of Ministers Decision No. (509) dated 21/9/1439H obliges contractors in non-governmental projects to insure against inherent defects.

Practical Example

A contracting company needs housing for 600 workers on a large project in the north of the Kingdom within four months. It chose factory-made modular units comprising rooms with en-suite bathrooms, at a cost of about SAR 21,000,000 including foundations, transport, installation and utility connections. The modules were built in the factory while foundations and roads were prepared on site, so installation was completed in 14 weeks versus an estimate of nearly ten months for conventional construction. The camp received a renewable 180-day temporary occupancy certificate, with the company complying with the code's fire protection and ventilation requirements.

Common Mistakes

  • ✗Assuming factory-made modules are exempt from the building permit, the building code or the occupancy certificate.
  • ✗Believing modular construction is always cheaper while overlooking transport, crane and connection costs.
  • ✗Changing the design after manufacturing has started, causing major costs and delays.
  • ✗Neglecting connection, waterproofing and fire details between modules, the weakest points of the system.
  • ✗Not checking that roads and the site can take large trucks and cranes.

International Differences

Modular construction is widespread in markets such as the UK, under the label of modern methods of construction, Singapore, which promotes prefabricated volumetric construction for certain projects, and the US for hotels and student housing. In the UAE it is widely used for worker housing and temporary offices, and in Turkey for temporary post-disaster housing. The Saudi approach is to bring it within the same code framework, with a technical guide for innovative systems, without exempting it from permits or insurance.

FAQs

Does a modular building need a building permit in Saudi Arabia?▾
Yes. The Saudi Building Code and its law apply to all building works without distinguishing conventional from manufactured construction. The building also needs an occupancy certificate before use and inherent defects insurance if it is non-governmental.
What is the difference between modular and prefabricated construction?▾
Modular construction uses three-dimensional volumetric units that arrive almost complete, while prefabrication in the broad sense also includes flat elements such as panels and beams assembled on site. Every modular building is prefabricated, but not the reverse.
Is modular construction faster than conventional building?▾
Usually yes, because modules are manufactured in parallel with site preparation, noticeably shortening the programme. But speed requires an early design freeze and careful planning of transport and installation.
What are common uses of modular construction?▾
It is common for worker housing, temporary buildings, schools, hotels and residential projects with repeated units. The Implementing Regulation allows a renewable temporary occupancy certificate of up to 180 days for temporary buildings and worker housing on large projects.
Can a modular building be financed or sold like a normal property?▾
If it is permanently installed on owned land with a proper permit and occupancy certificate, it is usually treated as a built property. Temporary relocatable units may be treated by lenders as movable assets, so the lender's policy should be checked.
