Short Definition

Influencer marketing is a marketing method in which a real estate firm or developer engages a content creator with a social media following to present a property, project or real estate service to their audience in return for a fee or benefit.

Overview

Influencer marketing is a marketing method in which a real estate firm or developer engages a content creator with a social media following to present a property, project or real estate service to their audience in return for a fee or benefit. It relies on the audience's trust in the creator and on story-driven visual formats, such as video tours, 'living-in' experiences and developer interviews, that reach segments traditional advertising struggles to reach. In Saudi Arabia this method sits under two regulatory layers. The first is media regulation: an individual who publishes advertising content on social media needs a 'Mawthooq' licence from the General Authority for Media Regulation (valid 3 years, fee SAR 15,000 according to the service page). The second is real estate regulation: REGA's Regulatory Bylaw on Real Estate Marketing and Advertising, in force since its publication in May 2026, expressly covers social media and requires a separate real estate advertising licence for each property advertisement, whose number or QR code must appear in the ad. REGA has clarified that an influencer is only a publishing channel: they must not take enquiries or negotiate deals, because that is brokerage, which requires a Fal licence. In practice, influencer campaigns work when the creator is chosen for audience fit (young families for residential projects, for example) rather than follower count alone, and when results are measured with tracking links and unique codes that show real enquiries and reservations. The advertiser remains responsible for the accuracy of what the influencer says: any untrue promise about price, return or features counts as misleading information, punishable under the Real Estate Brokerage Law by penalties that include a fine of up to SAR 200,000.

Legal Basis

Real estate influencer marketing rests on: (1) the Real Estate Brokerage Law, Royal Decree No. M/130 dated 30/11/1443H, which classifies real estate marketing and advertising as 'real estate services' that may only be practised under a REGA licence (Art. 4), defines brokerage to include electronic brokerage via social media (Art. 1), requires the broker's name and licence number in any advertisement (Art. 10), and sets a fine of up to SAR 200,000, which may be doubled for a repeat within three years (Art. 19); (2) the Regulatory Bylaw on Real Estate Marketing and Advertising, REGA Board Decision No. 2/35/M/26 dated 25/10/1447H, effective on publication (May 2026), which applies to social media and requires an advertising licence for every property ad; and (3) the Mawthooq licence issued by the General Authority for Media Regulation for individuals publishing advertising content on social media.

Practical Example

A developer in north Riyadh is marketing 40 ready apartments priced from SAR 850,000. It hires a family-content creator holding a valid Mawthooq licence for SAR 18,000 for three short videos and one live tour. The licensed broker contracted by the developer (under a brokerage contract that includes a marketing scope) obtains advertising licences for the listed units; the creator shows the QR code and licence number in every video and directs viewers to the broker's number registered in the licence, not her own. After one month the campaign records 260 enquiries through the tracking link and 11 reservations, about SAR 69 per enquiry (18,000 ÷ 260), a figure the developer compares with its other channels before renewing the collaboration.

Common Mistakes

  • ✗Hiring an influencer without a valid Mawthooq licence, exposing the campaign to violations and undermining its credibility.
  • ✗Posting a video about a specific property without a real estate advertising licence number or QR code, or leaving it online after the licence expires or the property is sold.
  • ✗Letting the influencer take calls, negotiate price or collect a per-deal 'commission', which amounts to brokerage without a Fal licence.
  • ✗Allowing unsupported claims such as 'guaranteed return' or 'cheapest in the city', which are misleading information the advertiser is liable for.
  • ✗Choosing an influencer by follower count alone without checking audience fit, location and genuine engagement.

International Differences

Many markets require influencers to clearly disclose paid content, for example the US Federal Trade Commission (FTC) guidance on endorsements and testimonials. Saudi Arabia is distinctive in requiring a separate government licence for the advertising creator (Mawthooq) in addition to a real estate advertising licence for each property. The UAE, Egypt and Turkey each have their own disclosure and consumer-protection rules, so requirements should be checked country by country before any cross-border campaign.

FAQs

Does an influencer need a licence to advertise property in Saudi Arabia?▾
Yes. An individual publishing advertising content on social media needs a Mawthooq licence from the General Authority for Media Regulation, and the property ad itself must carry a REGA advertising licence shown by its number or QR code.
Can an influencer take a commission on each deal they bring in?▾
An unlicensed influencer is only a publishing channel; receiving a commission for mediating a deal is real estate brokerage, which requires a Fal licence. The safer structure is to pay for publishing, not for negotiating or closing deals.
Who obtains the real estate advertising licence in an influencer campaign?▾
The licensed broker or real estate firm obtains it under a brokerage contract that includes a marketing scope, then gives the influencer the licence number or QR code to include in the content. Parties licensed to market a whole project, such as off-plan projects, are exempt if they state the project licence number.
How much does a Mawthooq licence cost and how long is it valid?▾
According to the General Authority for Media Regulation service page, the fee is SAR 15,000 and the licence is valid for 3 years. The influencer obtains it; the property advertising licence remains the broker's or advertiser's responsibility.
How do I measure the success of a real estate influencer campaign?▾
Give each influencer a tracking link or unique code and calculate cost per enquiry and cost per actual reservation, not just views. Compare the result with other channels, such as paid ads, before repeating the collaboration.
