Property management (idarat amlak) is a professional service in which a licensed firm manages the financial and administrative affairs of a property on behalf of its owner or usufruct holder, for an agreed fee.

Overview

Property management (idarat amlak) is a professional service in which a licensed firm manages the financial and administrative affairs of a property on behalf of its owner or usufruct holder, for an agreed fee. It usually covers marketing units and selecting tenants, documenting leases on the Ejar platform, collecting rent and chasing arrears, coordinating maintenance and reporting regularly to the owner. In Saudi Arabia property management is one of the ‘real estate services’ that may be practised only with a licence from the Real Estate General Authority (REGA) under the Real Estate Brokerage Law issued by Royal Decree M/130 dated 30/11/1443H (Article 4). REGA issues firms a Fal licence for property management, separate from the facilities-management licence that covers a property’s technical affairs, and fines for violating the Law reach SAR 200,000. A property manager differs from a broker: the broker brings two parties together in a deal for a commission, while the manager runs the property continuously under a management contract. In practice, the management contract should set out the scope of services, the fee rate and how it is calculated, the maintenance spending limit without the owner’s approval, how collections are remitted and reported, and the term and termination. The manager must follow Ejar’s rules, including automatic renewal unless a non-renewal notice is sent at least 60 days before the lease ends and a rent-adjustment request at least 90 days before expiry, and respect local restrictions such as the five-year freeze on annual rent increases in Riyadh from 25 September 2025. In buildings subdivided among three or more owners, the manager works alongside the mandatory owners’ association, not in place of it.

Legal Basis

Real Estate Brokerage Law issued by Royal Decree M/130 dated 30/11/1443H: the definitions of real estate services and property management (managing a property’s financial and administrative affairs on behalf of its owner or usufruct holder), Article 4 (no practice without a REGA licence) and Article 19 (fines of up to SAR 200,000). The Law of Ownership, Subdivision and Management of Real Estate Units issued by Royal Decree M/85 dated 2/7/1441H governs owners’ associations. Ejar platform rules govern lease documentation, renewal and rent adjustment.

Practical Example

Fahd owns a 10-flat residential building in Riyadh with total rent of SAR 450,000 a year (SAR 45,000 per flat). He appoints a REGA-licensed property management company for 7% of rent actually collected, with authority to spend up to SAR 3,000 per maintenance item without prior approval. In year one SAR 432,000 is collected, and one tenant still owes SAR 18,000, which the company is chasing. The management fee is 7% × 432,000 = SAR 30,240, plus 15% VAT (SAR 4,536) because the company is VAT-registered, while the residential rent itself is exempt. The company spends SAR 21,000 on maintenance, with invoices in its monthly reports, so Fahd receives 432,000 − 30,240 − 4,536 − 21,000 = SAR 376,224. Because the building is in Riyadh, the company does not raise rents on renewal, in line with the freeze on annual increases.

Common Mistakes

  • ✗Hiring a property manager not licensed by REGA — unlicensed practice is a violation and weakens the owner’s position in any dispute.
  • ✗Using a verbal or vague management contract that does not set the fee, spending limits and reporting — a leading cause of owner-manager disputes.
  • ✗Mixing tenants’ money with the company’s funds and delaying remittance to the owner without clear statements.
  • ✗Missing Ejar deadlines — the non-renewal notice 60 days before expiry and the rent-adjustment request 90 days before — which can mean automatic renewal on the existing terms.
  • ✗Raising rents in Riyadh contrary to the five-year freeze on annual increases that began on 25 September 2025.

International Differences

In Dubai, property managers must be licensed by the real estate authorities and leases are registered in the Ejari system. In Turkey, property management is mostly carried out by real estate offices and companies, and jointly owned buildings are run under the Condominium Law by a manager appointed by the owners. In the UK, letting and management agents must belong to redress schemes and follow client-money protection rules. Saudi Arabia stands out by expressly listing property management as a licensed real estate service and linking it to electronic lease documentation on Ejar, which turns the documented lease into an executive instrument that eases collection.

FAQs

Do property management companies need a licence in Saudi Arabia?▾
Yes. Property management is a real estate service that may be practised only with a licence from the Real Estate General Authority under the Real Estate Brokerage Law, and REGA issues firms a Fal licence for property management.
What is the difference between property management and facilities management?▾
Property management covers a property’s financial and administrative affairs such as leasing, collection and contracts, while facilities management covers technical affairs such as operations and maintenance; each has its own Fal licence.
How much does a property manager charge?▾
The law sets no fixed rate; the fee is agreed in writing in the management contract, often as a percentage of rent actually collected, plus 15% VAT if the manager is VAT-registered.
Why does documenting leases on Ejar matter to a property manager?▾
Because a unified residential lease documented on Ejar is an executive instrument that can go straight to the Execution Court to collect arrears or evict, which is much faster than a case on the merits.
Can a property manager replace the owners’ association in a subdivided building?▾
No. An owners’ association is mandatory once there are three or more owners of subdivided units and must be registered with REGA; the association may hire a specialist manager, but the manager does not replace it.
