Short Definition
A digital twin in real estate is a live digital model of a building, complex or district that links its 3D design and construction data (such as BIM) with real-time operational data from sensors and systems to simulate performance, predict faults and support maintenance decisions.
Overview
Legal Basis
There is no digital-twin-specific law; general rules apply: the Saudi Building Code Application Law for design and operation; the Personal Data Protection Law (Royal Decree No. M/19 dated 9/2/1443H) where data relates to individuals; and the National Cybersecurity Authority's Essential Cybersecurity Controls (ECC-2:2024), mandatory for government entities and for private-sector entities that own, operate or host critical national infrastructure, with other entities encouraged to apply them.
Practical Example
A Riyadh office tower with 30,000 sqm of lettable area has an annual electricity bill of SAR 2,400,000. The owner implements a digital twin linking the BIM model to air-conditioning and occupancy sensors at a cost of SAR 450,000 plus 15% VAT (SAR 67,500). The twin shows chillers running at full capacity on nearly empty floors after working hours; scheduling is changed and the bill falls 8%, or SAR 192,000 a year, so the total cost (SAR 517,500) is recovered in about two years and eight months. The facility-management contract states that the model and data belong to the owner.
Common Mistakes
- ✗Calling any 3D model a ‘digital twin’ even though it is not connected to live operational data.
- ✗Failing to set ownership of the model and data in design, construction and facility-management contracts.
- ✗Connecting building systems to the internet without cybersecurity controls, exposing the building to attack.
- ✗Neglecting to update the model after alterations and maintenance, so it loses accuracy.
- ✗Collecting occupancy data linked to specific people without need or a privacy notice.
International Differences
Several cities and countries have adopted city-scale digital twins for urban planning, and some governments require BIM on public projects. In the UAE digital twins are used in major projects and facility management, and in Turkey BIM is expanding in public projects. The common global lesson is that real value appears when the model is linked to operational data, and that protecting connected systems from attack has become a core part of design — consistent with Saudi cybersecurity controls.
