Short Definition
A real estate CRM (customer relationship management) system is software that stores data on prospective and existing clients — buyers, tenants and owners — and tracks their communications, preferences and deal stages, helping a brokerage follow up and close more deals.
Overview
Legal Basis
A real estate CRM is subject to the Personal Data Protection Law issued by Royal Decree No. M/19 dated 9/2/1443H and amended by Royal Decree No. M/148 dated 5/9/1444H, and its Implementing Regulation, which requires consent for direct marketing with an easy opt-out mechanism, a record of processing activities kept for the duration of processing plus five years, and breach notification within 72 hours. Fines reach SAR 5,000,000 and may be doubled for repeat violations. The broker's activity is governed by the Real Estate Brokerage Law (M/130 dated 30/11/1443H) and the 2026 Real Estate Marketing and Advertising Regulation.
Practical Example
A Dammam office has 3,000 leads in its CRM. A compliance review shows only 1,100 of them explicitly agreed to receive marketing messages, so the office limits its messaging-app campaign to them and adds an unsubscribe link to every message. One client asks for their data to be deleted, and the office completes the request in 12 days, within the 30-day limit. The same month the CRM closes a flat lease at SAR 60,000 a year, and the office calculates the default brokerage commission of 2.5% of the first year's rent = SAR 1,500, plus 15% VAT (SAR 225), for an invoice of SAR 1,725.
Common Mistakes
- ✗Importing purchased phone lists or numbers copied from chat groups and sending them marketing messages without consent.
- ✗Failing to provide an easy way to unsubscribe from marketing messages, as the PDPL Implementing Regulation requires.
- ✗Storing ID copies and bank statements in the CRM without need and without a defined retention period.
- ✗Marketing a property recorded in the system without a brokerage contract with the owner or without an advertising licence.
- ✗Sharing one account password among all agents, so accountability is lost if data leaks.
International Differences
CRM functions are similar worldwide; the difference lies in personal-data rules. In Europe the GDPR applies, with a 72-hour breach-notification window; Turkey has Personal Data Protection Law No. 6698, the UAE Federal Decree-Law No. 45 of 2021, and Egypt Law No. 151 of 2020. The Saudi regime is close to these models in principle, with its own emphasis on consent for direct marketing and on linking brokerage activity to a Fal licence and a per-property advertising licence.
