Short Definition
Content marketing is a strategy of publishing useful, regular content, such as articles, guides, videos and market reports, that answers the real questions of buyers, tenants and landlords in order to attract them and build trust before they are ready to transact.
Overview
Legal Basis
There is no specific law on content marketing, but several laws apply: (1) REGA's Regulatory Bylaw on Real Estate Marketing and Advertising, Board Decision No. 2/35/M/26 dated 25/10/1447H, which defines a real estate advertisement as any content published to promote a real estate product in any visual, written or audio medium and prohibits content that contradicts reality or misleads; (2) the Real Estate Brokerage Law, Royal Decree No. M/130 dated 30/11/1443H, which forbids providing misleading information about a property (Art. 10) and treats it as a violation (Art. 18); and (3) the Copyright Law, Royal Decree No. M/41 dated 2/7/1424H, which protects texts, images and videos and sets penalties for infringement including a fine of up to SAR 250,000.
Practical Example
A property management company in Riyadh publishes two articles a week and one video a month on topics such as 'Ejar documentation fees for residential leases' and 'What the Riyadh rent-increase freeze means for landlords and tenants', linking to official sources. Writing and filming cost about SAR 6,000 a month. After nine months the content brings 9,000 monthly visits from search; 45 landlords request a management proposal and 6 sign management contracts. When the company wanted to feature a building available for lease inside one article, it added the advertising licence number and QR code, because that paragraph had become a real estate advertisement.
Common Mistakes
- ✗Publishing outdated or unverified figures and rules (fees, percentages, periods) without an official source or update date.
- ✗Turning an educational article into an ad for a specific property without an advertising licence, licence number or QR code.
- ✗Using images, videos or text from the internet without the owners' permission, exposing the firm to Copyright Law penalties.
- ✗Producing generic, repetitive content that answers no specific Saudi-market question, so it neither ranks in search nor gets cited by answer engines.
- ✗Judging content after one or two months and stopping, although its results are cumulative and need consistency.
International Differences
Content marketing is a global practice in real estate, and many markets prohibit misleading advertising and require paid content to be distinguished from editorial. The Saudi market stands out in that content promoting a specific property falls directly within the real estate advertising licence regime, and demand for regulatory content is high because of the many legislative updates since 2022. In the UAE, Turkey and Egypt, local property advertising rules should be checked before publishing content aimed at investors there.
