Short Definition
A virtual tour is an interactive online presentation of a property, usually built from 360-degree panoramic images or a 3D scan, that lets a tenant or buyer move between rooms and inspect details from a phone or computer without visiting the site.
Overview
Legal Basis
There is no dedicated law on virtual tours; they are treated as property advertising. The Real Estate Brokerage Law (Royal Decree No. M/130 dated 30/11/1443H) covers electronic brokerage through websites and social media, requires the broker to disclose property information and not provide misleading information, and treats concealing material information as a violation. The Real Estate Marketing and Advertising Regulation (May 2026) requires a separate advertising licence, bans misleading images and views, and obliges electronic property platforms to remove an ad as soon as its licence expires.
Practical Example
A property management company in Jeddah has 8 vacant apartments in a tower in Al-Shati, and many prospects are employees relocating from Riyadh. It commissions a 3D scan of a model apartment for SAR 1,500, then a short panoramic tour of each unit because views and floors differ. Every licensed ad links to the tour of that specific unit and states clearly that furniture shown in the model apartment is not included. Within a month it receives 60 enquiries; half drop out after watching the tour, 22 physical or video viewings take place, and 6 apartments are let. A condition report is still prepared for each unit before handover, because the tour does not replace it.
Common Mistakes
- ✗Presenting a model-apartment tour as the advertised unit without saying so — this falls within the prohibited misleading images and views.
- ✗Leaving the tour link live after the unit is let or the ad licence has expired — platforms must remove expired ads.
- ✗Relying on the virtual tour alone and signing without a physical inspection or condition report, then disputing defects later.
- ✗Capturing documents, family photos or the current tenant’s belongings in the 3D scan, infringing privacy.
- ✗Omitting actual areas and measurements, so the tenant relies on a misleading visual impression of room sizes.
International Differences
Virtual tours spread worldwide after the 2020 pandemic and are now common on property portals in the UAE, Europe and North America, especially for tenants and buyers based in another city or country. In Turkey developers use them widely to market projects to foreign buyers, while in Egypt they remain less common in the rental market. The common international position is that a tour is a marketing tool, not a substitute for a legal inspection or condition report. In Saudi Arabia a tour is part of a property ad that needs its own REGA advertising licence and is subject to an explicit ban on misleading views.
