Short Definition
Video marketing is the use of video content — filmed property tours, short social media clips and virtual tours — to present a property and convey its marketing message in a way closer to an actual viewing.
Overview
Legal Basis
Property marketing videos are subject to the Regulation on Real Estate Marketing and Advertising (Umm Al-Qura, 14/11/1447H – 1 May 2026): Article 3 covers social media and visual media, Article 5 sets the mandatory data and allows showing just the licence number and a QR code, and Article 7 prohibits statements that contradict reality. The Copyright Law (M/41 dated 2/7/1424H) protects audiovisual works (Art. 2) for 50 years from first showing or publication (Art. 19). The Personal Data Protection Law treats still and moving images of individuals as personal data, and aerial footage is subject to General Authority of Civil Aviation requirements (GACAR Part 107).
Practical Example
An office in Jeddah markets a townhouse at SAR 1,350,000 under a valid ad licence. It produces a 60-second clip for SAR 2,500: it opens with the façade and entrance, then walks through the actual order from the majlis to the kitchen and the bedrooms, showing the ad licence number and QR code in the first and last three seconds. Music licensed for commercial use is used, and a shot showing the neighbours' house and their children's faces is cut. The clip gets 18,000 views, 40 enquiries and 6 viewings, and the property sells for SAR 1,320,000. The commission is 2.5% = SAR 33,000, paid by the seller who contracted with the office, plus 15% VAT (SAR 4,950). After the sale, the office deletes the clip from all accounts.
Common Mistakes
- ✗Posting a promotional clip without an ad licence or without showing the licence number or QR code.
- ✗Believing that a content creator posting the clip removes the advertising requirements — an ad for a property is a real estate ad whoever posts it.
- ✗Using music or footage without a licence — copyright infringement that may also get the clip taken down by the platform.
- ✗Editing that makes spaces look larger or splices in footage from another property or project.
- ✗Showing neighbours' or passers-by's faces, or the contents of an occupied home, without consent.
International Differences
Short-form video has become a main property marketing channel worldwide, and markets differ in how they regulate influencer advertising: many countries require clear disclosure of paid content (for example the UK and the EU). The Saudi difference is that advertising a specific property requires — in addition to any advertising disclosure — its own real estate advertising licence whose number or code appears in the clip itself, a requirement that does not exist in this form in most markets.
