Short Definition
Rent comparables are the rents of properties similar in location, type, size, age and finish, leased in a recent period, used as a benchmark to estimate the fair market rent of a given unit.
Overview
Legal Basis
Outside restricted cases the law imposes no single formula for setting rent, but formal property valuation is governed by the Accredited Valuers Law (Royal Decree No. M/43 dated 9/7/1433H), under which the Saudi Authority for Accredited Valuers (TAQEEM) regulates the profession and applies the International Valuation Standards. REGA provides data on Ejar-registered lease transactions through its Real Estate Indicators platform. In Riyadh, the regulatory provisions on the landlord-tenant relationship (in force from 25 September 2025 for five years) prohibit rent increases and tie the rent of a previously let vacant unit to its last registered contract, with fines of up to 12 months’ rent.
Practical Example
The owner of a new building in Al-Samer, Jeddah, wants to price three-bedroom apartments (140 sq m) that have never been let. The office collects 5 comparables from registered leases in the same district over the last 6 months: SAR 42,000, 45,000, 44,000, 47,000 and 40,000. It then adjusts them: the SAR 47,000 unit has two parking bays (−2,000), the SAR 40,000 unit is in a 15-year-old building (+3,000), and the others need no adjustment. The adjusted comparables become 42,000, 45,000, 44,000, 45,000 and 43,000, averaging SAR 43,800. The owner prices the apartments at SAR 44,000 a year. Had the building been in Riyadh with previously let units, the binding reference would be the last Ejar-registered contract value, not the comparables.
Common Mistakes
- ✗Relying on asking prices in ads rather than documented actual rents — ads reflect what owners hope for, not what tenants paid.
- ✗Comparing dissimilar units (furnished with unfurnished, a new tower with an old building) without adjusting for the differences.
- ✗Using outdated comparables the market has moved past, or ones from another district with a different level of services.
- ✗Raising a Riyadh unit’s rent on the basis of comparables during the freeze — the reference for a previously let unit is its last registered contract, and a breach can cost a fine of up to 12 months’ rent.
- ✗Confusing a simple rent comparison with a formal valuation — valuations for financing or court purposes are prepared by an accredited valuer.
International Differences
Rent comparables are a global tool in pricing and valuation, and underpin the International Valuation Standards used in many countries. Data sources differ: Dubai’s regulator provides an official rental index used to control increases, in Turkey the ceiling on residential rent increases is usually linked to official inflation indicators, and in Egypt data remain less transparent. Saudi Arabia stands out for its database of Ejar-registered leases and REGA’s Real Estate Indicators platform, with an exceptional restriction in Riyadh that makes the last registered contract, rather than comparables, the reference during the freeze.
