Short Definition

A green building is one designed, built and operated to reduce energy, water and material use and to limit emissions and waste while providing a healthy indoor environment, with its performance usually verified by a rating system such as Saudi Arabia's Mostadam or the US LEED.

Overview

A green building is one designed, built and operated to reduce energy, water and material use and to limit emissions and waste while providing a healthy indoor environment, with its performance usually verified by a rating system such as Saudi Arabia's Mostadam or the US LEED. The criterion is measured performance, not merely the use of 'natural' materials. In Saudi Arabia a green building rests on two layers: a mandatory layer set by the Saudi Building Code, including the energy conservation codes (SBC 601 for non-residential and SBC 602 for residential buildings) and the Green Building Code (SBC 1001) included in the 2024 edition; and a voluntary or contractual layer of rating certificates. Mostadam is run by the Ministry of Municipalities and Housing through its Sustainable Building program and assesses residential and commercial projects and communities at design and construction stages on five levels from Green to Diamond. LEED and other international systems are also widely used in commercial and office projects. In practice, a green building delivers tangible operating savings because of heavy cooling loads in the Saudi climate, helps attract corporate tenants with environmental commitments and may support access to green finance. However, certificates are awarded on design and construction, so disciplined operation and maintenance are needed to keep actual performance.

Legal Basis

The Saudi Building Code Implementation Law issued by Royal Decree No. (M/43) dated 26/4/1438H requires the code to be applied to building works in the public and private sectors and prohibits applying any other code (Art. 2), and the code is updated every five years (Art. 5). The 2024 edition includes the Green Building Code (SBC 1001) and the energy conservation codes (SBC 601 and SBC 602). Mostadam is a rating system applied by the Ministry of Municipalities and Housing through its Sustainable Building program, and certificates such as LEED are optional unless required by contract or a master developer.

Practical Example

A company is building a 12,000 m² office building in Riyadh for SAR 90,000,000, targeting corporate tenants. It invested SAR 2,700,000 (3%) in shaded facades and high-performance glazing, high-efficiency chillers with a building management system, lighting sensors and reuse of AC condensate for irrigation. The study estimated annual energy and water savings of about SAR 650,000, a payback of roughly four years, and the building obtained a green rating certificate that helped sign a long lease with a company that requires certified offices.

Common Mistakes

  • ✗Believing a green building means natural materials or plants on the facade rather than measured performance in energy, water and air quality.
  • ✗Pursuing certification after design is complete, which raises the cost of changes and loses easy credits.
  • ✗Confusing a voluntary rating certificate with the mandatory minimum in the Saudi Building Code.
  • ✗Neglecting operation and maintenance after certification, so actual performance falls below design.
  • ✗Importing solutions designed for cold climates without adapting them to Saudi heat and dust.

International Differences

In the UAE, Abu Dhabi requires a minimum Estidama rating for new buildings and Dubai applies the Al Sa'fat green building regulations. Egypt uses the Green Pyramid rating system, and Turkey requires energy performance certificates while LEED and BREEAM are common in commercial projects. Globally, the US LEED and the UK BREEAM lead the field. The Saudi model stands out for combining a green code within the national building code and a local rating system, Mostadam.

FAQs

What is the difference between Mostadam and LEED?▾
Mostadam is a Saudi rating system run by the Ministry of Municipalities and Housing that reflects local climate and culture, while LEED is a widely used international US system. Both measure performance in energy, water, materials and indoor environment on graded levels.
Is green building certification mandatory in Saudi Arabia?▾
The certificate itself is usually voluntary, but compliance with the Saudi Building Code, including the energy conservation codes, is mandatory for all buildings. A master developer, tenant or lender may require a specific certificate.
How much more does a green building cost?▾
The premium varies with the target certification level and how early solutions are integrated into design. The earlier green planning starts, the lower the extra cost and the shorter its payback.
What are the Mostadam rating levels?▾
Mostadam classifies projects into five levels according to points achieved, starting at Green and ending at Diamond. The assessment covers the design and construction stages.
Can an existing building become green?▾
Yes, by improving insulation and windows, replacing AC and lighting with high-efficiency systems and saving water. Any substantial renovation or alteration is subject to the building code and needs a municipal permit.
