Absher is the unified digital platform managed by the Saudi Ministry of Interior to provide government services to citizens, residents, and visitors. Absher services are divided into two main axes: Absher Individuals for citizens and residents (issuing and renewing IDs, renewing residence permits, traffic services, passports, civil status, registration in municipal elections), and Absher Business for establishments (tracking establishment employees, issuing visas, sponsorship transfer services). Each service is linked to a unified government database that preserves the user's record. In the real estate context, Absher plays a pivotal role: it is used to verify the identity of contract parties before authentication in Ejar or Najiz; it provides the Nafath unified national access service, which allows entry to government and private platforms with high security; it enables the user to register the National Address linked officially to rental contracts; and an active Absher account is a condition for access to most digital real estate services.

Legal Basis

Absher's operation is based on the Electronic Transactions Law issued by Royal Decree No. (M/18) of 1428 AH, which recognizes electronic signature and transaction and equates them with paper. It is also based on the Electronic Signature Law and its implementing regulation. The platform falls under the supervision of the Ministry of Interior and integrates with other government platforms through government data exchange agreements supervised by the Digital Government Authority (DGA).
