Legal Basis
Absher's operation is based on the Electronic Transactions Law issued by Royal Decree No. (M/18) of 1428 AH, which recognizes electronic signature and transaction and equates them with paper. It is also based on the Electronic Signature Law and its implementing regulation. The platform falls under the supervision of the Ministry of Interior and integrates with other government platforms through government data exchange agreements supervised by the Digital Government Authority (DGA).
Practical Example
A family in Makkah decided to rent a new apartment for SAR 32,000 annually. When authenticating the contract on Ejar, the system requested identity verification of the head of the family via Nafath linked to Absher. Absher sent a notification to the app on his phone, he approved with a PIN, and the identity was verified instantly. Afterwards, the National Address was automatically updated to link to the new contract, which later facilitated the receipt of official mail and the registration of children at schools in the new neighborhood. If the Absher account had been deactivated (for example due to an expired ID), the head of the family would have needed to renew it first before authenticating any rental contract.
Common Mistakes
- ✗Ignoring updating the mobile number in Absher after changing it, causing the user to lose the ability to receive verification codes and halting real estate transactions.
- ✗Neglecting to renew the national ID or residence permit before expiry, automatically freezing the Absher account and disrupting Ejar and Najiz services.
- ✗Sharing Absher login credentials with a third party (broker, lawyer, relative); a serious security breach that may lead to unwanted transactions.
- ✗Assuming Absher is the same as Nafath; Nafath is the unified login service, and Absher is the services platform. Nafath uses Absher data for login.
- ✗Ignoring Absher notifications about transactions the user did not perform, which may hide identity fraud attempts.
International Differences
In the UAE, Absher corresponds to the «UAE Pass» digital identity platform and the «ICP» applications for residence and citizenship affairs. In Turkey, «e-Devlet» is the unified portal for government services with a similar role. In Kuwait, «Sahel». The Saudi advantage: depth of services (more than 200 services) and high degree of integration with real estate, judicial, and financial platforms, making Absher an implicit condition for most official transactions.
