Short Definition
A civil engineer is an engineer specialized in planning, designing, building and maintaining structures and infrastructure — buildings, roads, bridges, water and sewer networks and dams — with a focus on structural safety, soil behaviour and material properties.
Overview
Legal Basis
Civil engineering practice is governed by the Engineering Professions Practice Law (M/36 dated 19/4/1438H): accreditation is a condition of practice (Art. 2), no practice in a specialty or grade not accredited (Art. 3), a ban on employing unaccredited engineers (Art. 4), the duty to state name, grade and accreditation number on engineering work (Art. 8), and fines of up to SAR 1 million (Art. 11). The Saudi Building Code Implementation Law (M/43 dated 26/4/1438H) binds the designer, executor and supervisor to the code (Art. 8) and punishes violations with a fine of up to SAR 1 million per violation or suspension of the practice licence (Art. 12). The structural parts of the building code (SBC 301–306) set the technical requirements.
Practical Example
On a four-storey residential building in Jeddah, the structural engineer in the designing office specifies a reinforced raft foundation after the soil report shows a high groundwater level. During construction, the supervising engineer inspects the raft reinforcement before pouring and finds bar spacing of 25 cm at the column zones instead of the 15 cm on the drawing, so he stops the pour until it is corrected. The delay is one day and the fix costs about SAR 8,000, whereas ignoring the error could have caused a structural defect costing hundreds of thousands and falling within the joint liability of supervisor and executor.
Common Mistakes
- ✗Using an unaccredited engineer or one working outside his accredited specialty, such as a civil engineer signing electrical drawings.
- ✗Treating the contractor's site engineer as a substitute for the independent supervising engineer who represents the owner's interest.
- ✗Pouring concrete without a supervisor's inspection record for reinforcement and formwork.
- ✗Designing foundations without a soil report or on generic bearing-capacity assumptions.
- ✗Neglecting concrete cube tests and material certificates and failing to document them.
International Differences
Most countries require a professional licence for civil engineers, such as the Professional Engineer (PE) in the United States who signs and seals drawings, and the Chartered Engineer in the United Kingdom. In Turkey civil engineers register with the Chamber of Civil Engineers (İMO), and in Egypt with the Engineers Syndicate. In Saudi Arabia accreditation and professional grade are granted by the Saudi Council of Engineers, and working outside the accredited specialty or grade is prohibited.
